He has qualified as an expert regarding traffic accident reconstruction in twenty-one different California Counties. His expertise includes the reconstruction of auto-pedestrian, bicycle, motorcycle, speed-from-crush, commercial vehicle, and low-speed impact collisions.

Mr. Degger is accredited by ACTAR and is the owner of Rudy Degger & Associates, Inc., which specializes in the reconstruction of traffic accidents. He is a retired police sergeant from a San Francisco Bay Area police department. He is an adjunct faculty member at Los Medanos College, Sacramento City College, and formerly, the University of California at Riverside, teaching all levels of accident investigation and accident reconstruction at those institutions. In addition, Mr. Degger has been a guest lecturer and has taught accident reconstruction at various police departments, professional organizations, insurance companies, municipal bus and transit districts and law firms. Past audiences have included: Northern California Fraud Investigators Association, Northwestern University Traffic Institute, Consortium of Accident Reconstruction Specialists, Litigation Committee of the Barristers Club of the San Francisco Bar Association, California Association of Accident Reconstruction Specialists, California Chiropractic Association, American Corporate Council Association, Forensic Accident Reconstructionists of Oregon, Southwestern Association of Technical Accident Investigators, and Alameda-Contra Costa County Transit District.

Kent E. Boots, ACTAR, has over 19+ years of experience in Traffic Collision Investigation and Reconstruction; 14 of which were as an on-scene investigator for a major California Sheriff’s Department.  He has qualified and testified numerous times as an expert in traffic collision reconstruction at trial and depositions and is a court-recognized expert in various aspects of crash investigation & reconstruction including forensic mapping, total station technology, and CAD scale diagrams including 3D diagrams.

Kent has been teaching various facets of accident investigation/ reconstruction for the last 10 years.  He owns and operates, a business primarily dedicated to providing Forensic Mapping System equipment and training needs including CrashZone/CrimeZone software throughout the United States.  He is a regular guest lecturer at the Henry C. Lee Institute of Forensic Science in Connecticut.

He is certified by CAD Zone as a Master Trainer and is a Professional Society of Forensic Mapping (PSFM) approved instructor.  He is a certified Forensic Mapping Specialist and has been a full member of PFSM for over 11 years.  He is also a certified technician, analyst, and Mentor/Trainer for the Bosch Crash Data Retrieval (CDR) system.  He is a current member, and past Chairperson on the Board of Directors, of the California Association of Accident Reconstruction Specialists (CAARS).

Sean Shimada Sean Shimada, Ph.D.
Dr. Shimada received his Bachelors of Science (BS) degree from the College of Letters & Science with an emphasis in biomechanics from the University of California, Davis in 1992. He continued his education at California State University, Sacramento where he received a Master of Science (MS) from the School of Health and Human Services in 1994. His emphasis at CSU, Sacramento was in the field of exercise physiology and biomechanics. He further received a doctorate (Ph.D.) from the School of Health and Rehabilitation Sciences from the University of Pittsburgh in 1998, and a second MS degree in Bioengineering from the university in 2000. Both of Dr. Shimada's degrees from the University of Pittsburgh were in the area of biomechanics. Currently he is the President of Biomechanical Consultants of California, a forensic biomechanics and engineering firm based out of Davis, California. He was formerly employed at the California State University, Sacramento in the Department of Kinesiology, as an instructor and Director of the Biomechanics Laboratory. His primary area of consulting and research is focused on identifying, determining the likelihood, and prevention of injury. Dr. Shimada has authored four book chapters, nearly 20 peer-reviewed journal publications, over 20 peerreviewed conference proceedings, and multiple abstracts in the biomechanics, medical, and engineering field. He has presented and conducted a number of research studies at meetings and conferences such as California Association of Accident Reconstruction Specialists (CAARS), Rehabilitation Engineering Society of North America (RESNA), United States Olympic Committee-Paralympic Congress (USOC, IOC), and Forensic Accident Reconstructionist of Oregon (FARO).

Benn KarneBenn Karne, ME
Benn Karne is the President of Karne Engineering, which is based in Oakland, CA. He is both ACTAR certified and a registered professional engineer and teaches in the Auto‚ÄźPedestrian Accident Investigation and Traffic Accident Reconstruction Classes. He has over 15 years of experience in traffic accident reconstruction and failure analysis, including general product defect investigations. In addition, he has 30 years of experience in mechanical engineering across a variety of industries. Benn has had a life-long love of automobiles and affinity for all things mechanical, and when he is not analyzing accidents, he enjoys modifying, racing, and restoring cars and motorcycles.
